AutoCAD Release For HDS

HDS is to design Highway using AutoCAD (Not AutoCAD LT).  Before this update, AutoCAD Release for HDS was from R21(AutoCAD 2007) to R31(AutoCAD 2017). But after this update, the release is from R24 (AutoCAD 2010) to R33 (AutoCAD 2019).

New folders (as following images) in "C:\ROADEX\WIN32(WIN64)" are BIN2018 and BIN2019.
